As chief executive officer for Magellan Complete Care of Virginia (MCC of VA), Kate Massey is accountable for MCC of VA’s overall performance in support of the Virginia Medicaid Commonwealth Coordinated Care (CCC) Plus program.

Prior to her current role, Kate served as the vice president for Medicaid and Medicare for Kaiser Permanente of the Mid-Atlantic States. While there, she managed the Medicaid and Medicare lines of business and oversaw the launch of two Medicaid managed care organizations (MCOs) in Virginia and Maryland. Kate also worked for Amerigroup, where she established its Public Policy Institute and served as executive director.

Kate dedicated her early career to government service and public policy. She started working for the federal government at the Office of Management and Budget, leading a team of analysts focused on Medicaid, the Children’s Health Insurance Program (CHIP) and private health insurance market programs. Kate then transitioned to the Congressional Budget Office, where she served as the unit chief of the Low-Income Health Programs and Prescriptions Drugs Unit. Kate developed policy alternatives included in Budget Options, Volume 1: Health Care and oversaw analyses of CHIP reauthorization and the Affordable Care Act (ACA). She capped off her federal service working at the White House Office of Health Reform, overseeing implementation of Medicaid, Medicare and public health provisions included in the ACA.

Kate holds a Master of Public Affairs degree from the Lyndon B. Johnson School of Public Policy, University of Texas at Austin and a Bachelor of Arts from Bard College.
